Job Purpose and Scope
Are you a dedicated person, keen to play a key role in helping to deliver Gatwick’s £5 billion Capital Investment programme within the Construction team at Gatwick Airport? We are looking for a client construction site based Engineer who will oversee contractors during the construction phase of a high value Gatwick Airport Limited (GAL) Capital Project or a number of smaller GAL Capital Projects. Assigned to a construction team in a supervisory or managerial position. This role reports to a GAL Senior Field Engineer (SFE) or Engineering, Procurement and Construction Manager (EPCM) and is responsible for the monitoring of quality and progress of construction and related activities within assigned project(s) or area of responsibility which may be a single construction project, area, multi-area or a multi-discipline project. They may be the primary client contact for all site activities, or may coordinate with other client representatives on site activities within assigned area of operations. Responsibilities are to manage contractors and assigned site operations to drive compliance with design/specifications, completion on schedule, and to quality standards.
Principal Accountabilities
Inspects construction work for compliance with drawings, specifications and codes.
Reviews design drawings for constructability.
Assists in construction engineering and managing the installation of materials and equipment as assigned. Inputs to quantity tracking databases and other computer databases as required.
Prepares daily progress reports, periodic photographic progress reports and keeps SFE/ EPCM informed on progress of assigned tasks. Reviews project design and engineering documents to ensure their completeness.
Manages the revision of construction information as necessary through drawing change notices; field sketches and as built drawings.
Manage the provision of field based technical input to construction activities
Provides input to the Project Engineer's reviews of contractor’s technical submittals including method statements, safe systems of work, permit applications, change proposals and Contractor bids.
Provides responses to Requests for Information, Non Conformance Reports and Field Change Documents
Inspects work within discipline and elevates inspection requirements to the Project Engineer where cross discipline input is required.
Reviews submittals and Contractor interim payment applications for the work related to his field.
Reports daily on project safety, environment & quality issues, progress, technical decisions, changes, manpower and equipment presence and use, significant deliveries and other significant events on site.
Engages with the Project Engineer for interpretation or approval of design changes or non-conformances which constitute design changes.
Informs SFE/ EPCM of current technical issues.
Provides input to the project programme on technical activities. Reviews contractor CDM, HSE submittals and monitors compliance against accepted plans - takes immediate action if work poses threat to personnel, equipment, property, etc.
Provides constructability input to the design process.
Manages the production of engineering solutions/field sketches/specifications to resolve site based queries, in conjunction with the Project Engineer – and elevates issues requiring designer input to the Project Engineer(s).
Oversees site product quality, supports inspections and oversight as required by the quality management system.
Reviews Contractor Compliance Certification documentation.
Reviews Inspection and Test Plans (ITPs) and assigns customer Hold, Witness and Review Points. Witnesses’ inspections and tests of installed facilities and equipment as required by specification, and support the Project Engineer in the release of hold points in installation, inspection & testing.
Requests the services of a third-party inspection/testing agency to perform inspection or tests for verification purposes, if necessary.
Participates in the management of Non Compliance Reports (NCRs).
Evaluates specific non-conformances and provides recommendations to resolve NCRs. Interfaces with Engineering/vendors to resolve non-conformances. Monitors the completion of repair, rework, and reject dispositions for NCR’s. Performs final inspections and closing of NCRs.
Manages the project completion, Operational Readiness (AOR) and handover process. Leads and controls the identification, tracking and close out of snags, the preparation of hand over documents such as PA3 forms, Health and Safety files and Contractor Compliance Certification and monitors the AOR phase. Reports progress to SFE/ EPCM.
All duties to be undertaken in conjunction with the design consultant and contractor.
Framework and Boundaries
Coordinates multi-discipline contractor activities within the assigned project.
Provides back-up support to the EPC manager and coordinates and directs construction installation activities of the project. Directs the lead personnel of the different functions, i.e., Construction, Engineering, Quality Control and Supervision. Provides on-site GAL representation to client personnel. Other duties include in part. Implement safety programs and monitor strict adherence to applicable laws and codes.
The FE may be expected to work on high value projects (or several smaller projects) impacting on several areas of the airport including multiple internal stakeholders and departments divisions as well as several external organisations and stakeholders.
No Direct reports but expected to work closely and oversee the daily field activities of the multiple contracting organisations field staff with high value contracts (up to £10m each) who report into the EPC Manager. The FE will be expected to understand the concepts of, manage and control activities from his discipline technical area in delivery of the project.

Qualifications and Experience
Good understanding of Health Safety & Environmental issue associated with the Construction industry.
Chartered Engineer or Architect with a demonstrable experience in the Design/Construction of infrastructure projects with experience in Airport Projects is preferred. (Prior experience may be suitable replacement in lieu of Engineering or Architecture background).
Experience in the construction monitoring of various Projects for all elements of an Airport.
Good understanding of construction techniques & constructability issues.
Good experience in the testing, commissioning and handover, Airport Operational Readiness (AOR) of Airport Facilities is desired.
Good working knowledge of basic computer skills (Microsoft Word, Excel, PowerPoint, etc.) is a requirement as well as being a competent user of planning software such as Microsoft Project.
