Job overview

The post holder will report to the Associate Director of Resourcing and Business Partnering and be accountable to the Chief People Officer. The post holder will be responsible for the oversight of relevant workforce cell projects for the mass vaccination programme within Sussex Community NHS Foundation Trust and across the wider ICS as required, working closely with Mass Vaccination Programme Leads to provide regular updates on progress and key areas relating to workforce.

Key areas of responsibility: workforce planning and deployment, retention projects for staff recruited to support covid 19 work e.g. staff recruited to support track and trace, testing centres and the mass vaccination programme. Management of the Staff Bureau which coordinates internal and external requests for staff to support the mass vaccination programme internally and across the wider system. Directly managing the band 7 deputy operational covid workforce manager and band 6 team leader.

This is a varied and developing role and the post holder must be able to work autonomously and will need to have a flexible approach to undertaking new projects to support to continuous development of the covid 19 strategy.

Main duties of the job

You will work alongside experienced senior clinicians in a customer-facing role to support delivery of vaccination services to thousands of people a day. You will need to work flexibly, including weekends, early mornings and late evenings and be able to start work within the next four weeks.

You must be able to demonstrate responsiveness, flexibility and resilience, have excellent communication and analytical skills with the ability to work collaboratively alongside both clinical and administrative staff.

Detailed job description and main responsibilities
  1. Work closely with Mass Vaccination Programme Directors and Operational Leads to coordinate and manage workforce requirements across the vaccination programme, both from internal and external requests to supply workforce. Including the vaccination programs for Adults and the age 12 - 15 programme.


  1. Support the development of and have oversight of workforce plans for the vaccination programme - including recruitment plans, on-boarding, deployment, training and retention plans and providing regular updates on progress, risks and timelines.


  1. Briefing operational and corporate colleagues on changes to workforce supply and staff solutions.


  1. Oversee the Staff Bureau and various pipelines of workforce required for the vaccination programme such as mutual aid requests, supply of staff to PCN' s and hospital hubs, volunteers, St Johns ambulance (not an exhaustive list).


  1. Line Manage the band 7 deputy operational covid workforce manager and responsible for the staff bureau.


  1. Responsible for the delivery of staff retention programs linked to mass vaccination workforce, such as career conversations and landmark project. Line manages the band 6 team leader.


  1. Oversee recruitment and on-boarding process for new staff, delivered by the Saff Bureau, allocation of ID Badges, uniforms and inductions and training records, reviewing processes as required to ensure streamlined approach is taken.


  1. To oversee the coordination of the programme to retain the Sussex Mass Vaccination workforce in the NHS working across the wider system to facilitate the programme and to design and deliver a fast-track recruitment process for recruits from the Mass Vacs workforce into other roles within the NHS.


  1. Review the staffing models utilised to run vaccination sites and work with staff bureau to adjusts rosters accordingly, highlighting where there are gaps or potential for over staffing within the workforce that may impact on the delivery of the vaccination programme and overseeing communications with the vaccination workforce around any changes required.


  1. Oversee deployment of staff across vaccination sites, including the filling of routine shifts, deployment of staff to other areas, maintaining oversight of staff on fixed term contracts and when contracts are due to expire, working closely with colleagues in employee relations to manage changes in staffing and the end of fixed term contracts.


  1. Work with Employee Relations for escalation of complex queries (sick, maternity, individuals not working hours, consultations for sites closing and redeployment of staff/ending of fixed term contracts). 


  1. Work closely with colleagues in the Recruitment teams to recruit additional resources as required within agreed time frames, ensuring the correct governance processes are followed in relation to all recruitment for staff working in the vaccination programme.


  1. In partnership with operational and clinical colleagues to ensure that ongoing training programs are available for any new starters or where additional skills are required for existing workforce and that all training records are recorded appropriately by the training team. 
  1. Receive regular reports from the staff Bureau to monitor active and inactive workers within workforce to ensure maximal workforce utilisation (ear marking inactive for removal from books), highlighting any adverse declines in the available workforce which may impact on vaccination programme delivery.


  1. Build strong relationships with operational and clinical leads at sites, facilitating discussion around staffing levels and requirements and working across the wider People Directorate to resolve any workforce issues. 


  1. Where required ensure that appropriate risk assessments have been undertaken for staff working with the vaccination programme, working with operational colleagues.


  1. Act as the point of contact for escalation for operational and clinical leads for workforce related issued.


  1. Attend weekly NHSI meetings representing the Chief People Officer and Trust at National and local level and feedback actions and themes from the meeting to People directorate SMT and Mass Vaccination operational colleagues


  1. Write and present progress reports for a number of groups including the regional MV Workforce meetings and Trust Workforce Committee.


  1. Keep up to date with external factors and anticipate economic, social and political, developments that will impact the workforce and delivery of the programme working with colleagues to identify appropriate workforce plans and mitigations.


  1. Oversee that all information relating to fill rates and workforce gaps are entered in to E-roster for national reporting and updating Foundry with workforce requirements for national reporting


  1. Ensure regular communications from staff bureau to vaccination workforce keeping workforce up to date with development in the programme and opportunities e.g. for retention across the wider system.


  1. Review any issues with expenses claims submitted by the vaccination workforce.


  1. To support demand and capacity planning and play a lead role in workforce and service redesign and improvement processes for the program.


  1. Be flexible with the ability to manage a varied workload and be responsive to new developments and projects required to support the delivery of the wider covid 19 strategy.


  1. Required to work with autonomy, providing regular updates and escalating issues and risks to the Chief People Officer and Associate Director of Resourcing and Business Partnering

  • Relevant Degree/working towards a degree or equivalent experience
  • Management qualification
